I would say it’s the offside rule
as a Brussia Dortmund fan i can only agree o this, because the subsequent indirect free kick, which results fom violating this rule, kept our rivals, Schlake 04, from getting their first championship win in germany. this happened early 2000s and they have not won it since (and therefore ever)

I think that the invention of extra time and even more the eradication of a coin flip to decide a match was veeeery impactful.
Offside is essily the most impactful. All modern tactics would ve completely different if not for that. Not convinced the game would have developed tactically at all if it wasn't for offside being introduced.

I'd say that the change in the offside law, requiring just two opposing players in front of the attacker (rather than 3), had a bigger impact. It made a huge difference to how football was played and created defensive roles that existed for years to come

For anyone wondering it was dissalowed because of the egypt vs Ireland match where the goalkeeper did nothing but pass the ball in the penalty box and receive it back with his hand
But the point system of 3 points for a win and 1 point for a draw now needs a change. This point system creates so many dead rubber matches, especially in a group stage of 4 teams, for example recently concluded AFC Asian Cup 2023's last group stage matches.
I think 4 points for a win and 2 points for a draw is the best system to end dead rubber matches. Because on the last round of the group stage, 2 points for a draw will make some matches decisive for the qualification of a round of 16 rather than being a dead rubber match.
